eSF-299 Application Form for Communications Uses

Welcome to the online eSF-299 site. To get started you should have your plan of development completed. It will make filling out the form quick and easy.

Follow the instructions below to submit an electronic version of your eSF-299:

  • Tab 1 is the Applicant Information and corresponds to sections 1 through 6 on the SF-299. In order to save your application and return to it later, you must complete Tab 1.
  • Tab 2 is Project Description and corresponds to section 7 on the SF-299.
    • Use your plan of development (POD) for ease in filling out these sections. For communications use applications the BLM is also requesting the tower height (when applicable), and the latitude and longitude in degrees (°), minutes ('), seconds (") for your project.
  • Tab 3 is Environmental Considerations and corresponds to sections 13 through 19 on the SF-299.
    • Providing information on alternate routes and modes in as much detail as possible, discussing why certain routes or modes were rejected and why it is necessary to cross Federal lands will assist the agency(ies) in processing your application and reaching a final decision. Include only reasonable alternate routes and modes as related to current technology and economics.
    • Generally, a simple statement of the purpose of the proposal will be sufficient. However, major proposals located in critical or sensitive areas may require a full analysis with additional specific information.
    • Providing this information with as much detail as possible will assist the Federal agency(ies) in processing the application and reaching a decision. When completing these items, you should use sound judgment in furnishing relevant information. For example, if the project is not near a stream or other body of water, do not address this subject.
  • Tab 4 are your Attachments
    • On this tab you will be able to upload all attachments associated with your application. Attachments include:
      • A map
      • Engineered Drawings
      • Geospatial shape files
      • Your Plan of Development (POD)
      • The Technical Data Worksheet
      • Corporate Documents
      • Your FCC License
      • State or Local Government Approvals
      • An Authorized Agent Acknowledgement
      • An Assignment Statement
    • You will not be able to sign and submit your application until all the mandatory attachments have been uploaded.
  • Tab 5 is Submit and corresponds to section 9, 10, 12 and 20 on the SF-299.
    • You will also be asked on this tab to acknowledge the EFFECT OF NOT PROVIDING INFORMATION, the DATA COLLECTION STATEMENT, and the BURDEN AND NONDISCRIMINATION STATEMENTS.
    • Finally, the application will be signed electronically by the applicant or applicant's authorized representative.
